This answer was written before the 20 minute answer, which I can't find the document for now. Anyway, as you can see, band 9 in 20 minutes.


Intro – What, when, where and unit of measurement (population)

The information is shown as two maps, which illustrate the west coastal town of Westport and how it had developed and expanded from a population of just 1,200 inhabitants to just under 50,000 (48,000) over the 20-year period between 1995 and 2015.

 

Overview: Summarise the changes from the earlier map to the later map.

Overall, it is clear that in 1995, Westport was a sleepy small-scale seaside town, which was characterised by fishing as the main industry. However by 2015, it had grown and expanded into a vibrant touristy coastline with luxury condos, hotels and a more developed infrastructure and transport system.

 

Body 1: Describe the key features in the earlier map.

In more detail, in the 1995 map, there were half a dozen small-scale guesthouses in the north, which were connected to a school, local housing and a handful of grocery stores in the south by minor roads. On the coast, there were a number of pebbled beaches with fishing boats anchored off shore and located near local fishing villages.

 

Body 2: Describe the changes that had taken place. 

By contrast, after two decades had passed, Westport had dramatically upgraded its transport infrastructure with an airport in the north east and major roads now connected the entire beach and inland areas. In particular, while private gated communities had been built in the interior, the old local area had been demolished and had made way for a power station and a ferry service. New housing was relocated to the central area, which also boasted luxury condos, a large hospital, a school, and luxury hotels. Finally, the beaches had been renovated with sand and a surf club had been established.  18 mins / band 9
